Disclaimer & export-control compliance.

NSHQ Defence operates as a commercial representation initiative of Fractio AB (Sweden). All transactions remain regulated by the manufacturer's national export-licensing regime. This page documents the standing position.

1. Operating entity

NSHQ Defence is a brand and operational initiative of Fractio AB, a private limited company registered in Sweden, headquartered in Gothenburg. NSHQ Defence is not a separate legal entity. All commercial agreements, invoices, banking, and tax obligations flow through Fractio AB.

2. Export-control scope

NSHQ Defence does not export, broker, transit, or take title to defence-related goods, dual-use items, or controlled technology directly. NSHQ Defence operates as a representation, introduction, and channel-management service.

All transactions are conducted directly between manufacturer and end-user, under the manufacturer's national export-licensing regime. Commission is paid by the manufacturer to Fractio AB on closed deals.

EU framework: Regulation (EU) 2021/821 — control of exports, brokering, technical assistance, transit and transfer of dual-use items.
Sweden: Inspektionen för strategiska produkter (ISP) — supervisory authority for strategic products and dual-use items in Sweden.
Portugal: Direção-Geral dos Recursos da Defesa Nacional (DGRDN) and Autoridade Tributária e Aduaneira — competent authorities for defence and dual-use export licensing.
Spain: Junta Interministerial Reguladora del Comercio Exterior de Material de Defensa y de Doble Uso (JIMDDU) — competent authority for defence and dual-use export licensing.

3. End-user compliance

NSHQ Defence will only facilitate introductions for end-users that are recognised governmental, security, or critical-infrastructure operators in Portugal and Spain — including but not limited to: armed forces (Marinha, Exército, Força Aérea, Armada, Ejército de Tierra, Ejército del Aire); security agencies (GNR, PSP, PJ, Guardia Civil, Policía Nacional); civil protection (ANEPC, UME); and critical-infrastructure operators (energy, ports, airports). Embargoed destinations and unverified end-users are excluded by policy.

4. No representation of compliance status

Listing of a manufacturer in the NSHQ Defence directory is not a representation that the manufacturer's products are licensable for export to Portugal, Spain, or any other destination. Export licensability depends on the manufacturer's national authority assessment of the specific product, end-user, and end-use, and is determined per-transaction.

Buyers and manufacturers are responsible for their own due diligence on export licensability. NSHQ Defence facilitates introductions; it does not warrant outcomes.

5. Information accuracy

Manufacturer profiles in the directory are compiled from public sources, manufacturer communications, and industry reporting. While every effort is made to ensure accuracy, NSHQ Defence makes no warranty as to the completeness or current accuracy of profile information. Manufacturers can submit corrections via miguel@fractio.se.

6. Editorial independence

NSHQ Defence editorial output (the Nordic Defence Iberia Brief newsletter, manufacturer spotlights, market analysis) is produced independently of any pending commercial relationship with covered manufacturers. Sponsored content, when introduced in the future, will be clearly labelled as such.
